In one of his most famous verses, Jacint Verdaguer warned us that “and where you see the desert / swarms of worlds tingle” [“i a on tu veus lo desert / eixams de mons formiguegen”]. These movements, evolutions and internal tensions also took place under the surface of the immovable Franco anthill. Without forgetting its origins –the legitimacy resulting from victory in the civil war—, the dictatorship attempted a slow transformation that would ensure its continuity and, even, survival beyond the so-called “hecho biológico” (the dictator’s death). With this dual objective, a legal-institutional reform and an administrative-economic reform were promoted from within the regime, which will be the protagonists of the double session of our seminar.
